Mr. Mannion describes nineteenth century economist Frederick Bastiat and one of his sayings: “Everyone wants to live at the expense of the state; they forget that the state lives at the expense of everyone.” Mr. Mannion therefore sees government as merely the means by which the people organize things for the common good and the government's job as keeping special interests balanced. He asks if today's environmental movement is getting more than its share of governmental clout. Is the pendulum swinging so far in environmental protection that other aspects of the common good are being overlooked? Examples of this include attempts to stop the use of chlorine and preserving all wetlands. Mr. Mannion hopes for a more centrist position that would hold all socioeconomic interests in balance and that peoples' rights be balanced with those of nature. He points out that the results of the industrial chemical age are life expectancy of 75 years, as compared to 33 in 1900, and that state of public health is better than at any time in this history of civilization. He asks if it is possible that extremists have taken us beyond fact and reason in their environmental worries.
