Debating Recreational Use
Because of the amendments to the Safe Drinking Water Act (SDWA) requiring filtration of all surface water supplies, recreational use of water supply reservoirs in different parts of the country has become a major concern to the water supply industry. Opinion varies depending upon which area of the country is in question. The West maintains that watersheds should be protected by keeping them isolated from human use, with only wildlife and natural occurrences as sources of contamination. In the East land values are skyrocketing, so it is often not economically feasible to prohibit development. In the Pacific Northwest it is felt that recreation on watersheds and reservoirs used for drinking water supplies should be controlled to the degree necessary to protect the water supply so that applicable standards can be met. There is no one solution to the problem of recreational use of watersheds. There has to be flexibility to determine what works best for specific situations and to allow the utility to take responsibility for product safety rather than imposing rigid methodology.
