It is commonly proclaimed that failure is not an option in the water industry. While that's broadly true, it's also unrealistic. Anyone who appreciates entropy, randomness, and Murphy's law understands that even with the best laid plans, failures still occur. In reality, those responsible for water systems are charged with anticipating and addressing potential failures to the extent possible before they can occur, and on the whole, the vast majority of utilities do so quite successfully.
