QualServe Program Takes Shape
A new AWWA program encourages utilities to make continuous improvement techniques part of their standard operating procedure.
Patrick Crotty is on assignment at AWWA from the US Public Health Service (USPHS) and Region VIII of the US Environmental Protection Agency to assist the Ad Hoc QualServe Committee in establishing the QualServe program. The program uses self‐assessment, benchmarking, and peer review to provide focus for utilities intent on improving their processes. Crotty has completed 27 years of commissioned service, first with the US Air Force as a bioenvironmental engineer and currently as an engineer director with USPHS. He has a broad background of assignments with public health, construction, industrial hygiene, and environmental programs. In recent years his focus has been on quality management, teamwork, and facilitation. Crotty holds BS and MS degrees in civil engineering from the University of Massachusetts at Amherst. Linda Bevard, associate editor of the JOURNAL, conducted this interview.
