Risk Assessment of Highway Flooding in the Netherlands
In Autumn 2012, Rijkswaterstaat, the Dutch National Road Authority, commissioned Deltares to establish along a semi‐quantitative approach the risks at locations in the Netherlands National Highway Network sensitive to flooding due to changing climatic conditions. This chapter deals with the method of determining risks for the different types of highways in the national highway network and five distinguished flooding events with their respective frequency of occurrence. For the flooding events, only the effects on the flooded road and involved road network itself are examined. Possible measures are situated in or on the road network itself. Based on results of the Risk Management for Roads in a Changing Climate (RIMAROCC) and SWAMP projects in the ERANET Road call “Road owners getting to grips with climate change”, the so‐called “Blue Spots” study investigated the flooding events and the related likelihood of occurrence in detail for the Dutch highway network.
