Making a business case for water security and preparedness
This article discusses how determining an appropriate level of security investment and maintaining that level for utilities becomes more difficult the farther we move away from 9/11 without any specific attacks in the U.S. It suggests that adopting a philosophical shift away from developing a culture of traditional physical security improvements (guns, guards, and gates) to a culture of preparedness (response, recovery, and resiliency) would make a utility's emergency response plan (ERP) as important as its vulnerability assessment (VA). The article discusses the economics of a total‐loss‐of‐service scenario, role‐playing exercises for top officials (TOPOFF) involving local, state, and federal officials that should help improve the response to a terrorist attack, and the lack of research studies on the economic impacts of loss of water service.
