Prevent Established Burning
Fire prevention is an important part of a complete building analysis. When people pay close attention to the details, the planning becomes site‐specific and effective. They separate the process into two components: traditional ignition prevention, and activities from appearance of the first fragile flames to the fire size identified with established burning (EB). Occupant extinguishment may be a significant part of a risk management program – or it may be irrelevant. People determine the importance of the occupant in the system by evaluating a series of scenarios with examination of details of the process. Industrial and commercial enterprises are often different from residential occupancies. Detailed scenario analysis with qualitative judgmental event outcomes gives an insight into performance. Certainly, these scenario analyses enable one to identify conditions where occupant actions can be effective and where they will be completely ineffective. These prevent EB analyses become useful for developing risk management programs.
