Irrigation Districts: Obstacles to Water Marketing
The rising value of water is creating profitable opportunities for irrigation districts and their customers to conserve and trade water. Certificate offers would allow each grower to determine, voluntarily, whether the offered price makes it worth transferring water to outside buyers. This arrangement would create financial incentives for irrigation districts and farmers to participate in the market. And it would preserve the powers of irrigation districts to protect the public interest of their communities. Without such mechanisms, water marketing will not play an important role in the management of western water resources.
