Selecting Erosion Setbacks for Balanced Multi-Hazard Risk
Building codes, floodplain regulations and other construction standards use hazard return periods and annual probability of exceedance estimates to establish acceptable levels of risk to our built environment. If the annual risk is known, the total risk over a longer building design life or management decision lifetime can be calculated with a simple non-linear equation. This paper will address the differences in the way long-term erosion risk to a building must be calculated. Methods to directly compare shoreline erosion risk with other common building standards are described. Shoreline setbacks based on a 70-year erosion rate multiplier are recommended as the best goal to balance the erosion risk with flood, wind and snow hazards to buildings.
