The maintenance of bituminous surfaces and bituminous pavements is divided naturally into three stages. The first includes what is usually classified as ordinary maintenance, such as patching, covering, etc. The second covers re-treatment of the surfaces and the renewal of the seal coats on the pavements; and the third include the re-shaping or re-surfacing of roadways carrying bituminous surfaces, and the re-surfacing or reconstruction of the pavements.
