Estimating the Economic Value of Proposed Highway Expenditures
This paper presents a discussion of a method whereby a proposed highway improvement can be analyzed to determine whether the required expenditure is economically justifiable. Three types of highway improvement projects are analyzed and a typical example of each case is presented. These three types are. Improvement of a highway by the construction of a roadway surface of a higher type, including the necessary supplementary work. Improvements by means of relocations that shorten the distance between terminals. Improvements that reduce the rate of grade, with or without a change in distance.
