A Citizen's View of Hometown Coastal Controversies and Decisions during 2001-2002
Many coastal controversies and decisions occurred during the past two years in the author's California coastal home city (Long Beach). These matters illustrate the variety of coastal issues which call for more public heed and scientific research. Even more, they illustrate needs for improved and more responsive public policy decision-making mechanisms. This paper surveys the events from the author's perspective as a citizen, draws working conclusions on the observable roles of citizens and governmental bodies, proposes alternative decision-making mechanisms, and offers some first-cut analytic comparisons of existing and alternative mechanisms.
