Utilizing Standardized Environmental Construction Practices to Reduce Environmental Impacts on Linear Transmission Line Projects in the Midwest
The construction and operation of high-voltage transmission lines inherently involves differing levels of environmental impacts. In an effort to manage and minimize these impacts, American Transmission Co. (ATC) has created and implemented a standardized set of Environmental Construction Practices, which ensure and enhance environmental protection through all phases of construction and maintenance activities. The Environmental Construction Practices contain a set of specific work instructions that address issues such as wetland construction, waterway crossings, erosion control, dewatering, upland construction, threatened and endangered species, and restoration. Each of the specific standards contains detailed information based on regulatory requirements, performance standards, Best Management Practices, and ATC's commitment to protect the environment. The Practices also include an implementation procedure that addresses communication and decision-making in the field during company activities. The Practices are intended to describe for ATC's regulators, contractors and employees the environmental protection standards maintained whenever ATC conducts project activities. Implementing these practices allows ATC to standardize the way the company permits, constructs and maintains its facilities. This consistency leads to a company-wide environmental awareness and the enhanced protection of natural resources.
