Plotting Positions and Economics of Engineering Planning
Study of plotting positions in hydrologic flood frequency analysis for selection of economical plotting position method; it is shown by means of sampling from extreme values and normal distributions, that Weibull method furnishes estimates that are consistent with experience and that other commonly used methods provide incorrect estimates of project feasibility and tend to overestimate benefit cost ratios; examples of application of method to flood protection works.
