Hart-Miller Island South Cell Restoration Project
Restoring a dredged material containment facility to some form of environmental integrity is a difficult challenge, requiring creativity, technical innovation, and community support. The Hart-Miller Island (HMI), South-Cell Restoration Project highlights both the difficulty and the opportunities that dredged material facilities provide. HMI, originally constructed in 1980, is a facility designed to contain the material dredged from the Port of Baltimore. HMI is located just north of the City of Baltimore, offshore of Back River in Baltimore County, Maryland. The 445 hectares (1,100 acres) facility has been receiving dredged material since 1984. The island was divided into two cells, the 121 hectares (300 acres) South Cell, with 8.5-meter (28-foot) retaining dikes, and the 324 hectares (800 acres) North Cell, with 13.4-meter (44-foot) high retaining dikes. Figure 1 is an aerial photograph of the island in its current state.
