Resurfacing the Runway to the Nation's Capital
Ronald Reagan Washington National Airport (DCA) is one of the busiest airports in the country with more than two-hundred thousand operations in 2011. A steady flow of daily flights occur from 6 a.m. to 11 p.m. Runway 1-19 is the primary runway at DCA, which carries approximately 90 percent of all operations. The existing bituminous pavement had exceeded its service life of more than 20 years and was in need of repair. The Metropolitan Washington Airports Authority (MWAA) decided to develop a project to resurface the entire runway, associated connecting taxiways, and terminal area taxiways but constrained the project to only allowing construction operations between 11 p.m. and 6 a.m. each night for all work outside of the safety area for the secondary intersecting Runway 15-33. For all work performed within the runway intersection of Runways 1-19 and 15-33, the allowable construction time frame was further reduced to 1 a.m. to 6 a.m. each morning. The reopening of the runway by 6 a.m. was critical to airport operations. This paper will present the construction practices used for the overlay and connecting taxiways rehabilitation for Runway 1-19.
