Summary Report of Questionnaire on Specifications (Owner and Owner Representative Returns)
Over 600 owners and private design professionals offer their thoughts in responding to a nationwide questionnaire survey dealing with specifications for engineered construction projects. Only 139 or 22% of the 622 respondents employ full-time specification engineers. The qualification most recommended that a specification engineer should possess, is field construction experience. Only 150 or 24% of the respondents believe that specifications should be prepared by specialists. 246 or 40%, do not allocate a specific sum for specification preparation, when establishing the in-house budget for a design project. The most common in-house problems in getting out a good set of specifications are: (1)Insufficient time allotted for their preparation; and (2)coordination between plans and specifications and between designers and specification engineers.
