Ethics and Technical Assessment after a Disaster: An Ongoing Case Study
The format of this paper will include first a section on professional rules of conduct. This will be followed by a discussion of bias and how certain aspects of both human behavior and the engineering enterprise impact decision making. The next section will focus on an ethics case study. Specifically, the case study involves technical assessment of the Hurricane Katrina disaster, the interactions of the assessment teams, and the local New Orleans grassroots organization Levees.org. Finally there will be discussion of the findings and recommendations of the American Society of Civil Engineers' (ASCE's) Task Force on Engineering Review.
