Determinants for Operating Organization Selection in Urban Rail Transit Project under Public–Private Partnerships
Public–private partnerships (PPPs) have become an important financing method for urban rail transit projects (URTPs). Due to the long operation period and specialized operation tasks, competent operators are essential for the success of URT PPP projects (URTPPs). However, the government confronts a dilemma in choosing either local URT groups or non-local operators to keep both effectiveness and efficiency. In this research, we examined the key factors that determine the government’s choice of operators in URTPPs. Based on a systematic literature review, an evaluation system comprising 20 factors was first developed. Data from 73 URTPPs in China were then examined using factor analysis and logistic regression analysis. The results indicated six factors mainly relating to project features, private sectors’ attributions determining the operator selection. This study contributes to the body of knowledge on URTPPs’ operation management by providing guidance for the local government to select suitable operators and for the private sector to choose appropriate partners.
