The office with which the writer is associated has had the privilege of reviewing the work of a considerable number of engineering offices and the situations dealt with are almost as diverse as the engineering offices reporting upon them. To the layman a sewerage system represents a concrete idea; to the sanitary engineer responsible for the supervision of municipal works the concrete idea is lost in a multiplicity of contingent circumstances.
