Design Considerations for a New Marine Oil Terminal at Port of Los Angeles, Berths B238–239
The Port of Los Angeles (POLA) is replacing the existing Berths 238–239 marine oil terminal (MOT) facilities with a new 1,000-ft long MOT, which will be capable of accommodating Panamax class vessels. The new MOT at Berth 238 will be California Building Code (CBC) Maritime Oil Terminals Engineering and Maintenance Standards (MOTEMS) compliant and consist of a concrete unloading platform, two breasting dolphins, four exterior landside mooring anchors, catwalks, and an access trestle. The unloading platform topside facility will be installed by the tenant, PBF energy, after the new MOT is constructed. This paper addresses key considerations for the selection and design of key components of the new MOT, including the unloading platform deck and foundation, berthing and mooring structures, and quick release hook devices and associated instrumentation. The following areas will be considered in this paper: seismic design, passing vessel and dynamic mooring analysis, and site constraints concerns during construction.
