Design-Build Delivery of Off-Site Conveyance Facilities
This paper focuses on the on the design-build (DB) delivery of off-site water and wastewater conveyance facilities at the Marine Corps Base, Camp (MCB) Pendleton, in Oceanside, CA. Those improvements consisted of nearly 90,000 linear feet of HDPE raw water, treated water, brine disposal and sewer force main pipelines to support a new advanced water treatment plant (AWTF) for the Northern Water System at the MCB. This project was delivered by a design build alternative project delivery led and built by Orion Construction Corporation teamed with GHD Inc. as the design professional. These comprehensive improvements included the addition of emergency by-pass connections, transmission mains, the redesign of over eight wells in two separate wellfields, crossings under significant creeks, and significant environmental coordination, including working within habitat which harbors critically endangered species. Specific construction methods included horizontal direction drilling (HDD) and open trench. The results of this project highlight the value of a DB delivery team to overcome technical and regulatory challenges, while meeting aggressive delivery schedules. The paper will discuss some of the unique elements of the engineering and construction including unique challenges, methods and value of the DB project delivery method.
