Design Considerations in Water, Wastewater, and Stormwater Utility Security
To assist water and wastewater utilities in establishing effective security systems, the Water Infrastructure Security Enhancement (WISE) Standards Committee, a cooperative effort among the American Society of Civil Engineers (ASCE), American Water Works Association (AWWA), and Water Environmental Federation (WEF), used a grant from the U.S. Environmental Protection Agency (USEPA) to develop a comprehensive three-phase program to address the security needs of water, wastewater, and stormwater utilities. This program identified basic design elements for an effective physical protection system for utilities based on these security concepts: 1 Deterrence, detection, delay, and response, 2 Crime Prevention Through Environmental Design (CPTED), 3 Protection in Depth, 4 Countermeasures for target hardening. Design guidelines applying these concepts were developed to assist utilities in selecting and implementing physical security measures for new and existing facilities.
