Safety Risk Assessment on Critical Infrastructure Using an Analytic Hierarchy Process (AHP) Method: Taking Changzhi City As an Example
This paper mainly develops an AHP method of safety risk assessment on critical infrastructure to help prioritize the measures of anti-terrorism, given limited resources. Firstly, key factors putting the critical infrastructure at risk are identified. Secondly, a safety risk index system is established which includes 3 criteria and 17 sub-criteria. Finally, the AHP method is applied to calculate the weights given by experts and take Changzhi City as an example to validate the method. On the basis of the proposed model, analysis results on Changzhi suggest that the safety risk priority of municipal government is the highest and the Bayi Square is the lowest, which implies that protection of municipal government should come first. This paper mainly provides a positive analysis of risk assessment on critical infrastructure which helps allocate limited resources properly. The results can be used as a reference for the prioritization of implementing protection measures.
