A Summary of Findings from FEMA’s Mitigation Assessment Team Evaluation of Texas Coastal Communities Impacted by Hurricane Harvey
The FEMA Mitigation Assessment Team (MAT) Program is managed by the Building Science Branch at the FEMA headquarters. Following natural disasters, the team conducts field assessments and makes technical observations on the performance of buildings subjected to the effects of natural hazard events. MAT observations are used to recommend changes to building codes and design standards, prepare recovery advisories, gather information to improve guidance and influence construction practices during repair, support the integration of hazard mitigation measures into the repair process, provide technical assistance related to code and standards, and contribute to research efforts. FEMA deployed a MAT to Aransas, Refugio San Patricio, and Harris Counties, Texas, following Hurricane Harvey. MAT investigators evaluated building systems to determine the effectiveness of various construction practices and ascertain the effect of code adoption and enforcement for reducing damage. To improve resiliency in future events, lessons learned from MATs can be incorporated into retrofits when mitigation measures are applied to existing buildings and when new buildings are designed. This paper provides a summary of the damages and the lessons learned related to building performance, focusing on the building envelope and dry floodproofing. Representative building envelope topics include roof systems, rooftop equipment, soffits, wall coverings (siding and veneer), and garage doors. With respect to dry floodproofing, it is anticipated design, construction, planning, and implementation considerations will be addressed. Dry floodproofing observations illustrate successes at sites retrofitted since Tropical Storm Allison and failure modes observed. The overall purpose is to communicate lessons learned to help improve building performance moving forward and demonstrate best practices that help reduce damage and prevent failures.
