The ongoing renovation of Governors Island, in New York City’s harbor, included the construction of four artificial hills that provide spectacular views of the surrounding natural and man-made scenery. Rising as much as 70 ft above the island surface, the hills themselves have been carefully designed and engineered to remain stable even where their slopes are steepest.
