Evaluation of the Design-Build Delivery Process for a State Department of Transportation Pilot Project
This paper reports the evaluation of the design-build delivery process for the Arizona State Department of Transportation pilot project involving the reconstruction of the frontage roads, ramps, and crossroads at the I-10 and Cortaro Road interchange north of Tucson, Arizona. The objective of this project was to provide interim traffic operations and safety improvements compatible with the long-range plans for the interchange. This project has been designated as a pilot project to study and analyze the benefits of the design-build methodology for use by the Arizona State Department of Transportation. In this paper we discuss the advantages and disadvantages of the design-build process as it relates to this project and evaluate the impacts to project cost, and to procurement and construction schedules. Recommendations and lessons learned are provided.
