Project construction is threatened by growing crises. Through the establishment of a regional crisis management command center, linkage integration of a generalized dynamic network crisis management organization and permeable boundary and improve the degree of organization alliance narrow dynamic network crisis management organization. Not only may it be able to improve the ability of project organization in dealing with crisis and reduce loss, but also it is more important to improve the effectiveness of the organization itself through various mechanisms to enhance the anti-deviation ability and to guarantee the country and people's safety.
