Pavement Condition Data from Traffic Speed Deflectometer for Network Level Pavement Management
The state highway agencies summarize the overall pavement condition using a pavement condition index. Most of these pavement condition indices only account for the pavement surface distresses and do not accurately consider for the existing pavement structural condition. Even though some states have started using the pavement structural condition into their pavement management decision making process, collecting network level structural condition data at a network level remains a challenging task. The traffic speed deflectometer being a continuous deflection measuring device, allows for network level pavement structural condition assessment, eliminating limitations from the traditionally used stationary devices. This paper investigates the relationship between the pavement surface and structural condition at a network level. Comparison between the surface and structural condition obtained from the traffic speed deflectometer showed that the surface condition is not necessarily a good indicator of the structural condition.
