By-Pass Pumping Challenges—Large Diameter Sewers
Utility owners are challenged to extend the useful life of aging sewers. During rehabilitation, the utility owner or agency needs to provide uninterrupted service during the rehabilitation process. This is traditionally accomplished by providing a by-pass pipeline system. A Regional Wastewater Agency (Wastewater Agency) decided to rehabilitate interceptor sanitary sewers—originally constructed between 1947 to the mid-1970s and ranging in size from 24 in. (610 mm) to 48 in. (1,220 mm)—using cured-in-place pipe lining. This paper will discuss the activities used in overcoming the challenges faced in meeting the rehabilitation objectives by facilitating a by-pass system. Included in the discussion will be a review of the various steps taken to resurrect historical records, how property access was addressed, and the various challenges faced in obtaining permits. The paper will also address the lessons learned regarding information shared with the contractor for the planning of the by-pass pumping operations.
