It is likely to be generations before most settlers are comfortable away from Earth, much as was the case during the settlement of this country. Therefore, the best way to encourage settlement of the Moon and Mars is to encourage communities to emigrate, rather than merely families. That means designing and constructing communities on the Moon and Mars. I propose building pressurized containers large enough to house an average of 120 people plus more than sufficient biomass in the form of plant and animal life to sustain the residents in comfort. The Flower of Heaven Design is highly modular, with each "petal" designed to be linked to one or more other petals in an isogrid pattern. Each petal can be constructed as a self-contained unit to a number of interior designs suitable for a variety of economic and social functions.
