Critical Process and Factors for Ex-Post Evaluation of Public-Private Partnership Infrastructure Projects in Indonesia
Public-private partnerships (PPPs) are widely used in many countries and are considered a useful strategy for developing public infrastructure. One way to identify the factors that contribute to the success or failure of a project is by conducting ex post evaluation, which is an evaluation of a development intervention that has already been completed. However, ex post evaluation of PPP projects in Indonesia is not well developed. The poor implementation results from insufficient information about ex post evaluation process and the critical factors to be evaluated. Therefore, the purpose of this study was to identify the important aspects of the evaluation process and factors that should be considered in the ex post evaluation of PPP projects in Indonesia infrastructure. The important aspects of the evaluation process were analyzed using descriptive statistics while the evaluation factors were analyzed using exploratory factor analysis and two-dimensional (2D) quadrant analysis. The analysis results showed that the three most important aspects of the evaluation process were review and acceptance of evaluation by appropriate parties, documentation of information used in preparing the evaluation, and purpose and intended use of the evaluation. Moreover, 24 factors to be evaluated were extracted into seven factor groups and for further explanation in three categories: institutional framework, sustainable development: economy, society, and environment, and management of project resources, cost, and time. The contribution of this study is the identification of the critical process aspects and factors to be evaluated. This knowledge can be used to improve post project quality. Therefore, ex post evaluation of PPP project can be performed efficiently by focusing on key points, which eventually reduces the time, cost, and resources required for the evaluation.
