Convert a Slab-Buttress Dam to a Gravity Dam
Why convert a slab-and-buttress dam to a gravity type dam? The experiences and regulatory role of staff engineers of the Federal Energy Regulatory Commission (FERC) presented in this paper tell why. In 1989 a FERC engineer conducted a special inspection of the Point "A" dam in south Alabama. The engineer observed extensive and unusual cracking in the upstream portions of concrete buttresses that were exposed after a reservoir drawdown. The FERC engineer recommended a detailed investigation of the concrete cracking. This led to a foundation investigation and a stability study of the spillway. Subsequently the FERC required corrective actions, and the owner's engineering consultant responded with a remedial design plan to convert the Point "A" spillway from a slab-and-buttress structure to a gravity dam. Construction was completed in 1992.
