Evaluation of the Removal of the Lower Snake River Dams
The U.S. Army Corps of Engineers is currently evaluating the effects of removing the four lower Snake River Dams. These dams have powerplants that produce a total of about 11 million megawatt-hours of energy annually and have a combined maximum capacity of about 3,500 megawatts. This capacity represents 15 percent of the total Federal hydropower system capacity in the Pacific Northwest, which is about 23,300 megawatts. The dams are being considered for removal in order to improve migration for salmon that are listed as endangered under the Endangered Species Act. Dam removal is being investigated as an option along with other actions such as installing surface bypass systems to get the fish safely around the dams. The effects of dam removal are being evaluated in various areas including hydropower, fish passage, navigation, irrigation, recreation, water quality, and others. The focus of this paper is on the impacts to power generation, however effects in other areas such as fish survival will also be summarized.
