Yu-Ji Gas Pipeline Project Contractor HSE Management
Yulin-Jinan gas transmission pipeline project is another important gas pipeline project constructed by China Petroleum & Chemical Corporation, following Sichuan to Eastern gas transmission pipeline project, which is also a National "Eleventh Five-Year" key project. The number of construction contractor who took part in the Yulin-Jinan natural gas pipeline construction projects are more than 80, including exploration, blasting, the laying of pipelines, corrosion prevention, flaw detection and so on. Because individual contractor's HSE concept are different greatly, HSE education and training are heavy, the key content of the site safety monitoring is more, structure of project management organization is complex, construction period is long, the task of coordination with the local government and people is difficult and so on. So HSE management of the construction period contractor is the difficulty and focus of the project construction safety environmental protection. Therefore, the HSE management of contractors will directly affect the company's integrated HSE performance. This paper comparing the management system standards with project actuality and contractors' actual condition, sets down a set of practical and operable management procedures and requirements, which has a significance for standardizing contractor management and improving enterprise HSE performance.
