The purpose of this discussion is to call attention to the abuse of sewerage and sewage disposal systems resulting from failure of municipal officials to control properly the establishment and use of connections to sewers. Sanitary engineers generally have deplored this condition of affairs and, as a class, are in agreement that better control should be provided. However, they have been prone to leave entirely to municipal officials the solution of this problem and with few exceptions have failed to recognize that it is essentially their duty to take the lead in establishing proper control.
