Water Quality and Watershed Issues, Regulatory Approaches: A New Regional Board Paradigm
The Central Coast Regional Water Quality Control Board has been using new techniques in the last few years to be more effective in ocean and beach water quality improvements. This paper puts an array of water quality improvement methods in perspective, but focuses on this latter new Regional Board tool for a more proactive and effective means of protecting and enhancing water quality in our near-shore oceans and at our beaches. The four techniques listed above are discussed in more detail in the following paragraphs.
