Challenges and the Way Forward in China’s Urban Infrastructure Planning Management
The quality of urban infrastructure construction is closely related to the capacity of urban infrastructure planning management. In China, the urban infrastructure planning management is more or less conducted in a unitary way, which has resulted in several undesired consequences. In this paper, the methods such as documentary analysis, qualitative analysis, and case analysis are used to review the issues/challenges in China’s urban infrastructure planning management and analyze the root causes of these issues. The authors conclude that for better urban infrastructure planning management, it is necessary to strengthen the legal system construction, introduce the citizen supervision mechanism, and respect citizens’ rights of acknowledgement, participation, and supervision, thereafter to realize the joint governance and management. Additionally, the planning management should be boosted based on top-level design in accordance with the national conditions.
