A Review of the Mountain Slope Development Regulations for the City of Huntsville, Alabama
The City of Huntsville, Alabama realized in the 1980s that growth of the City could severely impact the mountainous slopes almost surrounding the City on three sides. After several preliminary studies, the City retained a geotechnical engineering firm to study the conditions along the slopes and provide recommendations on how the slopes could be safely developed without significant adverse impact to the green environment. The geotechnical firm reviewed the geotechnical and environmental considerations for developing on the slope and provided City Officials with recommendations for the future development of the mountainside areas. The geotechnical studies included a listing of geotechnical hazards located on the slopes. The hazards included sinkholes as well as large areas covered by colluvium, which present a threat of landslides and unstable foundation soils. This review traces the history of the Slope Development Regulations since that time. It concludes with an updated review of the existing Slope Development District Regulations from the users of the regulations including City Officials, design engineers, geotechnical engineers, developers, and owners.
