The Instructions to Bidders is a document used by public or private owners in soliciting bids for construction work to guide prospective bidders in preparing their bids and to prescribe policies and procedures for processing bids and awarding contracts. It supplements the Form of Contract for Engineering Construction Projects, 1966 edition (AGC Standard Form 3, ASCE Form JCC-1). The model form is intended for use in obtaining competitive bids for heavy construction projects. It contains subject matter which is required by prospective bidders in preparing their bids, and it becomes part of a contract document.
