California's New Marine Managed Areas System: The Role and Vision of the California Department of Parks and Recreation
Executive Order W-162-97 designated the California Department of Parks and Recreation (DPR) as the Principal State Agency for marine managed areas. The California Marine Life Protection Act of 1999 specifies a major role for DPR in the protection of California marine and estuarine ecosystems. The act requires the evaluation of existing data for some 220,000 square miles of submerged state lands. The California Marine Managed Areas Improvement Act of 2000 extends the DPR management jurisdiction into the marine environment. It also gives priority to marine protected areas adjacent to protected terrestrial lands. More than 25% of the California coastline is within the State Park System. The act also established the California Marine Managed Areas System. The system includes three classifications for levels of marine life protection, as well as one for water quality protection, one for cultural heritage protection and one for recreation use. DPR is the only state agency which has delegated management authority over all State Marine Managed Areas designations. These designations are State Marine Reserve, State Marine Park, State Marine Conservation Area, State Marine Cultural Preservation Area, State Marine Recreational Management Area and State Marine Water Quality Protection Area. In the case of reserves, conservation areas and water quality protection areas, management authority can be either the California Department of Fish and Game (DFG) or DPR. The California Ocean Resources Stewardship Act of 2002 formalizes coordinated efforts between federal and state agencies with marine management responsibilities and scientific institutions. This is to ensure agencies have adequate information for science-based management and monitoring.
