Utilization of Contract Administration Resources
This paper presents some of the current practices related to staffing, scheduling, and controlling manpower that are being tested or implemented in several key states. Both successful and unsuccessful practices are compiled and evaluated. A key requirement of each program is the understanding of the contractor's short-range work schedule. Several alternatives are presented to minimize the impact of changes in the contractor's operation. It is recognized that there are many seemingly insignificant factors that when combined result in measurable savings for the highway agency. In several states, research studies have identified a number of these aspects that had to be addressed before effective manpower utilization could be achieved. These aspects related to surveying, inspection and office work are examined and where possible potential dollar savings are cited.
