Right-of-Use Transfer Mechanism of the Collective Construction Land in Urban New Districts: Case of Zhoushan City in China
With the accelerating development of urbanization, the use right transfer of rural collective construction land has become a promising means to increase the efficiency of rural land use and promote urban and rural integration. Because of the divergent cultural characteristics and geographical features in different areas, however, a unified and common mode for rural collective construction land transfer cannot fit all areas in China. Based on the current situation of land in Zhoushan City’s new urban district, this study analyzes the transferable land, the definition of transfer subject and object, and the scope of collective construction land transfer. In addition, by comparing the Wuhu mode and Nanhai mode, this paper discusses an appropriate mechanism for the use right transfer of rural collective construction land in Zhoushan. It also suggested that by planning seriously, following the market regulation mechanism, reasonably allocating the benefits of transfer, and strengthening the supervision, government could control collective construction land transfer better.
