This paper describes a research plan that will help to bring virtual environments into the construction industry, enhancing the learning experiences of future construction engineers while providing valuable feedback about their decision- making processes. Virtual Environments will provide construction managers and other decision-makers the opportunity of experiencing risky events without endangering the success of real projects. The objective of this paper is to describe the research tasks required to create the "Construction Simulator", a web-centric system for the implementation of virtual environments in the construction industry.
