Risk Management in Underground Infrastructure Construction and Rehabilitation
Risk is inherent in all public works. It cannot be eliminated but it can certainly be minimized through recognizing, assessing and apportioning it in an objective and structured manner. The cost of risk can similarly be understood and managed. Working underground introduces a new dimension in risk, especially when using some of the trenchless technologies where it is not possible to see exactly what is going on and where the actual works are not accessible to people. This is often considered to be an increase in risk because it is relatively unknown, but in fact it is merely a different risk from that associated with open trench working, not necessarily a greater risk.
