After nearly half a century of indifference to that virtue which ranks next to Godliness, and almost utter disregard of the simplest sanitary laws, it became apparent, after the deplorable epidemics of 1878 and '9, that some radical reformation must be accomplished in the sanitary condition of Memphis; acting on this conviction, and the recommendation of the National Board of Health, her representative men determined upon the accomplishment of a sanitary revolution for their town.
