Development of a balanced, 30,000-acre residential-commercial-industrial community requires comprehensive planning and attention to engineering concepts. Humble Oil & Refining Company's Clear Lake City and Bayport projects, located 25 miles from downtown Houston, were begun in 1962 and 1964, respectively. When complete, Clear Lake City will have a population of 140,000 and Bayport will hold a plant investment of one billion dollars. The property is served by freeways, railroads, airlines and deep water marine transportation. Primary drainage is provided for 10-yr frequency rainfall and hurricane flooding has been considered. Soils and foundation design are not a critical problem. Road and street design varies from interior residential to heavy industrial duty. Initial water supply is from wells, but long range needs will be met by surface supplies. A central industrial waste system is provided in Bayport. Restrictions and environmental standards have been established to assure compatability with surrounding areas.
