Cost-Effectiveness of Wind Retrofit Measures
This paper evaluates the cost-effectiveness of wind retrofit measures. As a result of incidents such as Hurricane Andrew, the model building codes have opening protection requirements for new construction, and some states offer insurance credits for wind retrofit measures. The principal intent is to demonstrate that at certain locations and under specific conditions, wind retrofit projects are cost-effective. The evaluation focuses on the wind retrofit measures outlined in the Federal Emergency Management Agency's (FEMA) Publication P-804, Wind Retrofit Guide for Residential Buildings, dated December 2010. The purposes of the evaluation are to: Support the effectiveness of opening protection requirements that have been adopted as a result of incidents such as Hurricane Andrew; Encourage property owners to consider wind retrofit projects; Potentially facilitate expediting the grant review process to accomplish more wind retrofit projects under FEMA's Hazard Mitigation Assistance Program or other grant programs; Assist the insurance industry in implementing credit for specific wind retrofit measures
