Not in My Front Yard: Overcoming Urban Pipeline Challenges
Replacing 3.5 mi of 48-in. wastewater pressure pipeline within a densely developed urban public corridor has several challenges. Not least of which is the potential impact from concerns and complaints raised by the public after construction starts. A large regional wastewater treatment utility has completed (January 2014) a successful construction project by providing continuous coordination with the small independent City hosting the pipeline. This utility also simultaneously managed public complaints, quickly addressed unforeseen utilities that were encountered, and managed the permitting and treatment of construction dewatering discharges. A successful urban pipeline replacement project will depend on the strategies prepared for addressing these key project elements. The purpose of this paper is to convey the significant elements of the project and highlight the importance of each element as it pertains to a successful urban pipe replacement project. Key design decisions, effective coordination with the local City, and anticipation of public concerns will all be explained.
