In the formulation and support of many of his theories and conclusions the scientist generally is compelled to use evidence of a qualitative nature, which later may be open to dispute when further qualitative evidence of contrary indications becomes available. The engineer, however, requires quantitative data of indisputable character and seeks continually for the accumulation of data and material of a quantitative nature, on which to base his conclusions and specifications for future operations. These data may be the result of innumerable tests of material, of structural weaknesses, etc., from which finally mean values of almost unerring certainty are obtained; or they may result from the accumulation of records of natural phenomena of periodic or seasonal character. In consequence of this continual quest, for example, long series of observations of tides and currents have been made throughout the world.
